Tyler County VINE Coverage
West Virginia calls the service Victim Information and Notification Everyday, or VINE. The WVDCR VINE page says people may check custody information or register for notice of a status change. West Virginia has operated VINE since December 2002. All ten regional jails and the state correctional system participate. That includes Northern Regional Jail and Correctional Facility, the WVDCR facility that serves Tyler County from Moundsville.
Coverage follows the reporting agency, not the county boundary. A Tyler County arrest that leads to a Northern booking can produce a VINE record. A state-sentenced person may remain covered after transfer into the prison system. A person held only by the Federal Bureau of Prisons or Immigration and Customs Enforcement is outside West Virginia VINE coverage. A VINELink search is for one specific person. Begin at the VINELink search interface, then select West Virginia. Name-only matches are not enough. Compare the full name, middle name or initial, date of birth when displayed, offender number, reporting facility, and other identity details before relying on the result.

- Enter the exact full name. Add an offender or DOC number when it is known.
- Open each plausible match and compare identifiers. Reject a result that does not fit.
- Read the exact custody status, reporting facility, and event text. Note when the search was made.

Tyler County has no adult jail inside the courthouse. The relevant local booking is normally held by WVDCR at Northern. VINELink displays an agency-reported custody snapshot. Field names may change with the live interface, and not every record shows the same items. Read the label that is actually present. Do not turn a blank field into a fact or assume that a release event ends every form of custody.

“Out of custody” or a release event confirms what VINE received. It does not show the complete booking file, the signed release order, or proof that no other authority holds the person. For a state sentence, a WVDCR final discharge certificate carries more weight than a projected date. For a Tyler regional-jail booking, pair the VINE event with the Northern release transaction and the court order when exact proof matters.
Register Tyler County Release Alerts
Registration begins on the exact offender result. Offered channels may include telephone, email, text, or app notice. The available choices on the live record control. A registration should be completed and confirmed, not left at the contact-entry screen.

Notifications can lag physical movement. WVDCR states that VINE waits until a person arrives before sending a transfer notification instead of calling while the person is moving. That safety rule explains why the event time and alert time can differ. It also prevents a transfer alert from being used as proof of the time someone walked out of Northern.
Tyler County VINE Victim Help
Tyler County adds a local human-help layer. The Tyler County Prosecuting Attorney's Victim Services Division links to state VINE and lists advocate Diana Mace at 304-758-0869. The division can help a person navigate notification questions. It does not operate the custody feed or replace WVDCR as the source of a release event.
Automated notice is also different from formal statutory notice. WVDCR instructs a victim seeking notice under West Virginia Code §62-12-23 to write both WVDCR and the independent West Virginia Parole Board. The two bodies have separate roles. WVDCR holds correctional records and supervises parole; the Board makes parole decisions. A written request to WVDCR also enrolls the requester in VINE.
This distinction matters for a state-sentenced person. An automated custody alert may report movement or release. Formal written notice may address a parole hearing or legal notice right. Keep both confirmations and follow the instructions from each agency.

Tyler County VINE Evidence Ladder
Conflicting times do not always mean one source is wrong. A Tyler court may sign an order before Northern staff finish identity checks, review detainers, return property, and process the transaction. VINE may receive and send the agency event later. Write down what each time represents instead of selecting the earliest or latest value as the release time.

For a bond release, compare the bond order with the Northern transaction. For time served, use the sentencing or sanction order and the transaction. For parole, the Board decision establishes approval, the WVDCR event establishes departure, and Parole Services identifies supervision. A transfer requires the receiving authority. Calling the move a release because VINE changed facilities would erase continued custody.
A new arrest can also follow an earlier release. VINELink may display the event tied to one participating record without resolving another case or agency. Match the offender number, facility, court case, and event date each time. If a detainer is noted, follow it to the receiving state, federal, or immigration system.
Confirm Tyler County VINE Releases
A VINE release event should be matched to the kind of custody involved. For a Northern booking, search the WVDCR jail record, then inspect the Tyler magistrate or circuit docket for the bond, dismissal, time-served, or release order. For a state-prison sentence, use WVDCR's Prison Offender Search and ask WVDCR Records for the final release or discharge file. A Parole Board grant authorizes a path toward parole but may still depend on a plan, a program, or detainer resolution. Actual departure must be checked separately.
Federal custody uses the BOP Inmate Locator. ICE custody uses the Online Detainee Locator System. Neither system feeds West Virginia VINE. An ICE no-result is inconclusive because the locator has exact-match, timing, and exclusion limits. A person may also leave Northern through a handoff and remain detained.
