Northern Regional Jail Release Role
Northern Regional Jail and Correctional Facility is operated by the West Virginia Division of Corrections and Rehabilitation. It is located at 112 Northern Regional Correction Drive, Moundsville, WV 26041, in Marshall County. The official Northern facility page expressly lists Tyler among the six counties served, along with Brooke, Hancock, Marshall, Ohio, and Wetzel.
That agency split matters. Tyler County law enforcement may make an arrest and transport the person. Tyler magistrate or circuit court may create the complaint, bond, sentence, dismissal, or release order. WVDCR controls the regional-jail booking and physical release transaction. Ask each office for the record it made instead of assuming the courthouse keeps Northern's exit log.
The facility's combined “jail and correctional facility” name does not make every Tyler detainee a state-prison inmate. Pretrial detainees, people serving jail terms, and people awaiting court action or transport use the jail search path. Northern Regional Jail Release Paths
Leaving Northern does not always mean entering the community. The release type and destination are essential. A court-authorized bond, dismissal, time-served order, completed jail sentence, or other valid order may lead to community release. Parole or conditional release may also lead to the community under WVDCR supervision.

“No longer at Northern” can describe all of these outcomes. The ordinary phrase “released to the community” applies only when the person actually leaves confinement. A transfer is not a release even if the Northern location disappears from a search result.
Confirm Northern Regional Jail Releases
Use more than the live jail search. WVDCR's jail result is helpful for the booking and current-custody side, but no official released archive or public post-release display window was found. Absence may mean release, transfer, spelling error, update lag, or a record no longer shown. - Request Northern's release transaction when the physical time, type, or destination matters.
Evidence should be matched to the claim. A court order establishes legal authority. A WVDCR transaction or release checklist establishes that staff processed an exit or transfer. VINE establishes the event reported to the network. A final discharge certificate establishes the end of the covered state sentence or supervision. A public search result remains a convenient snapshot.
For bond, pair the bond order with the transaction. For time served, pair the sentence or sanction order with the transaction. For parole, pair the Parole Board action with actual departure and the assigned office. A Board grant can await a plan, prerequisite, or detainer resolution.

The facility's legal and booking file may contain identity and offender or booking number; admission time; arresting or committing agency; case and charge; court and bond; release date and time; releasing authority; reason or disposition; and destination or transfer when recorded. WVDCR Policy 151.00 also describes court-ordered release documents, Orders of Release, discharge certificates or final-discharge records, death certificates, and release checklists in the legal file.
Ask for a narrow record under West Virginia FOIA. Identify the full name, date of birth if known, approximate booking or release dates, offender or booking number, and Tyler case number. Request the nonexempt admission and physical release date and time, release transaction or type, authority, destination category, and booking photograph if disclosable. An electronic copy and a cost estimate can reduce uncertainty.
West Virginia Code §29B-1-3 requires reasonable specificity. The custodian must respond as soon as practicable and within five days, excluding weekends and legal holidays, by furnishing the record, arranging inspection, or issuing a written denial. Actual reproduction fees may be charged, but the law bars search, retrieval, and man-hour charges. Exempt or sealed information may be redacted.

No specific public records hours or dedicated release-record email was documented, so do not assume that a general facility call completes a formal request. Keep a written response when the date or reason is important.
Northern Regional Jail Release Volume
WVDCR's FY2024 annual report provides facility-wide context. Northern recorded 2,962 admissions and 2,768 releases in FY2024. The prior three years show similar turnover: 2,947 admissions and 2,762 releases in FY2023; 3,038 and 2,768 in FY2022; and 3,207 and 3,002 in FY2021.
These numbers cover the full facility and all six counties. They are not Tyler County release totals. Their value is operational: a high-turnover regional facility can change quickly, so a live result may not preserve the historical fact a reader needs. The booking and release transaction is stronger proof than a before-and-after roster comparison.
No Tyler-only release count or general Northern release hour was found. The annual totals should not be divided or estimated by county. A person-specific inquiry should stay tied to the named booking.
Northern Release or ICE Handoff
Northern has a documented immigration layer. A 2022 ICE intergovernmental service agreement names the Moundsville facility among West Virginia regional jails authorized to provide detention services. The agreement does not show that any particular Tyler detainee has an immigration hold. It explains why a WVDCR exit may become an ICE handoff instead of community release.
When the Northern transaction indicates a detainer or ICE destination, confirm the WVDCR event and search the ICE Online Detainee Locator System. Use the nine-digit A-number and country of birth when possible. The alternative name search requires exact identity data. ICE says the locator covers present detainees and some records for people released from ICE custody within the last 60 days.
A no-result is inconclusive. Exact-match issues, upload lag, exclusions, transfer, release, or removal can all affect display. An ICE result marked released addresses ICE custody only. It does not establish the outcome of the immigration case or the absence of another hold.

Northern Jail History and Tyler
Northern opened in Marshall County in 1994. West Virginia's regional-jail network began replacing independent county jails in 1989. The system's history explains the geographic mismatch between a Tyler arrest and a Moundsville booking.
Tyler's former courthouse and jail survives as a historic National Register property. It is not an active adult custody site. A search for the modern “Tyler County Jail” can therefore point to the wrong building or produce little useful data. The official WVDCR facility list and statewide jail search are the current route.
Exceptional routing can still occur. Another regional facility, a state prison, or a different authority may receive a person. That is why the expected Northern assignment should be verified against the current WVDCR record rather than assumed from the arrest county alone.

Northern Regional Jail Release Transport
WVDCR Directive 457.09 supplies a statewide transportation rule, not a promise about one Northern release. For a jail-unit release, staff first allow a local or long-distance call to family or friends to arrange transportation. For certain prison or community-corrections releases without arrangements, the policy provides a one-way fare to the nearest bus stop or station, or courthouse transport in some circumstances.
No general Northern release time, exit door, family-waiting area, property window, or weekend schedule was found. Do not infer one from a single case. A Tyler court report once described an individual time-served order that set a Christmas Day release. That order shows that the signed case document can control a holiday date, not that Northern follows a universal holiday schedule.
Release staff also perform operational checks. WVDCR policy calls for verification of identity and authority, review of detainers, return of property and funds, reporting instructions when applicable, a forwarding-address update, and staff sign-offs. Those tasks help explain why the order time, processed exit, and VINE alert may differ.
Confirm transportation with the person and facility close to the event. If no ride is available, ask what part of the statewide policy applies to that custody unit. Avoid promising a route, fare, or pickup point that Northern has not published.
